Seeking Plug-in, Software Advice, Free/cheap VST notch filter, mp3-encoder Options

Anyone know of a VST plug-in notch filter? I can't seem to find one. Preferably freeware, or not-too-expensive shareware. I just need to clean up a little 60-cycle hum and some background hiss.

Also, I'd like advice on what mp3-encoder to use to convert aiff/wav files (created by Tracktion).

I'm running OS X on a 1-Ghz iBook.
