Snap To Grid Randomly Stops Working

hi,

sometimes, while i'm working on a project, items completely stop snapping to the grid both in the main timeline and in the editor. this problem happens very randomly and spontaneously and does not fix itself. it's happened so far with two of my projects. it seems like once a project passes some arbitrary level of complexity the snap to grid feature shuts itself off.
has this happened to anybody else? is there a way to fix it? (i've already double-checked to make sure the "snap to grid" menu item is turned on)

Whale-sounding Synth

i've heard in a song something that sounded like the noises that whales make... a sort of high-pitched whine. does anyone know where i could find an AU synth like this (or even know what i'm talking about)?

Software Instrument Limit In Garageband?

is there a limit to how many software instruments i can have installed for garageband? after i added the last few a bunch disappeared from the list...
is there another reason they could have disappeared?
