I am trying to create a simple song in Logic Express. I have the vocals sorted. I am still struggling to set up the midi (perhaps I have no instruments), but my main problem is this:

How do I take an existing song eg So What - Miles Davis, sample a small section from it, alter the tempo a little and get it into my song? Do I have the necessary gear?

Gear: Mac, Logic Express 7.2, Reason 2.5, ULN2

You can drag a .mp3 or audio file and drop it onto an audio track in Logic. Open it in the sample editor and snip to your hearts content. Easiest way to alter the tempo is to convert your sample to an apple loop, that way it follows whatever tempo and key you're in.

Spend some quality time with the manual, too. At least the Getting Started guide.

I assume then that this would work for and vocal I record myself?
