What Software Am I Looking For?, it basically freezes audio and sounds .. Options

Im not too sure what the plugin/vsti is but it basically freezes the audio and makes sound vocoded or something, not so much vocoded but it like when you get 2 seconds of audio then extend the lenght of it by like 10 seconds while preserving the pitch and creates this warped sound. anyone know what can do this?
