I am running Logic Express 7 with a MOTU 828mk1 card.

HELP! I am going absolutely nuts. After trying many different things, I'm unable to create new tracks in the arrange window. I read and re-read the Logic Express manual, and apparently I need to click the option "Track > Create with next Instrument". Unfortunately this option is not available! Under the Track menu I can only "Create" and "Create multiple", which both only copy the existing track. How in the hell do I add more tracks to my arrange window? Am I completely stupid or what?

You will not be able to add anymore tracks to the arrange window if they aren't available in the environment window. The environment is the heart of Logic, learn to love it. Go to the environment and go to audio. Add a new audio object and double click the icon that appears so that it turns into a channel strip. Then assign it to a channel (i.e. instrument, bus, aux, input, etc). After doing that you can go back and add a track to the arrange window. I recommend getting The Apple Pro Training Series book for Logic. It will show you everything you need to know about things like this. It is for Logic Pro and Express, so some things won't apply to you, but it's a good start. Until then look in your manual to learn how to add objects in the environment. Also, keep in mind that when anything is selected in logic, it ties into whatever function you are trying to accomplish. In your case you are trying to create a track. If you have a type of track selected it will create copies of that track. Simply deselect the track and then create the track. To deselect it you just click in an empty spot in the arrange window. Another way to create a track is to have whatever type of track you want to create selected, then scroll down to the bottom of the arrange page and click the empty light grey spot where a track would usually be. This creates the next available track as you have it configures in the environment. If you have no more left in the environment, it will create a copy of the track you have selected. There are Key Commands for all of these functions, also. Logic is immense in it's power, but it also has it peculiarities. Get the book and have patience. I also recomment reading Logic Pro 7 Power after you read the above mentioned book.
