I cannot figure out how to load a new 3rd party synth or drum plug-in into Logic Pro 7. Can anyone give me some pointers ? I kjnow how to use the included plug-ins but cannot use otheres HELP !

Make sure the plug-ins are AU (audio units) compatible. That's the format that is supported by Apple directly. If they are installed correctly logic should detect them on start-up when it scans for AU plug-ins. There can be issues when using multiple user accounts in OSX, but apart from that it should be straightforward. If you want a list of all the AU plug-ins recognised by logic go to preferences>Start logic AU manager (I don't know about logic express though). You can try rescanning from there if the plug-in did not pass the validation (haven't tried the latter myself).
