You might wnat to check out Chickensys translator, which will let you convert you Gigastudio samples into other sample formats. Also there are samplers out there, that can import GigaStudio samples - Kontakt among others (correct me if I'm wrong). Can you use Audio Units plug-ins in Garage Band? If so, you could use you samples with Kontakt or another sampler.

... but to answer your question:
No, you can't convert a samples into a software instrument.
Will have to use them in a sampler, like I said.
