Quick answer: no. True OS 9 or true OS X only (although CellSynth 1.6 runs in Classic - the exception, not the rule).

Not entirely sure what apps you mean, but I run an OS9 version of ReCycle in Classic on my G5 - boots up Classic no problem when I open ReCycle allowing me to do loop-ery and export files while I'm working on a Logic song in OSX.
