the best depends on yr needs...check how much assignable parameters they have. if these knobs or else satisfies the way you use midi controllable, and compare their prices...

You also want to have an octave range that suits your keyboard playing. if its only to enter some hooks in the sequencer, more octaves are less important than if you want to run a piano as hell!

oxygen seems to be a fair product in the world of controllers. you may also consider having an onboard synth to enhance yr production versatility. in this case, korg and roland have great products, but there's a lot of other great machines out there as well!

Well he asked for a kboard with semi-weighted keys.

Your questions is a little open ended so i'll pretend you are asking for the best usb/fwire midi controler kboard...

Best semi-weighted midi controler:
MAudio Keystation 88 Pro 88-Key Controller :88 hammer action keys and the big selling point is it comes with programmable faders and buttons..
Runner up:
MAudio Axiom 61 Keyboard MIDI Controller : 61 semi weighted keys and some awesome sampler/sequencer type buttons
