does anyone know of a mac plug-in that can do this ...or how to do this with Live or ProStools:

It sounds like NI Reaktor 5 to me. Maybe some Ohmforce Delay with it.

I guess you can achieve similar effects with Ableton Live, playing with the pitch & stretch of audio clips.
But maybe not as good as Reaktor and with a lot more work.
